Did Senator Julian Carroll (D) lose his temper on CNN at the Kentucky Capitol?

Did former Governor and current Senator Julian Carroll (D) lose his cool on CNN at the Kentucky Capitol? Many in Frankfort believe he did, calling him an “embarrassment.” The Kentucky GOP posted the CNN video on its official Facebook page. Most commenters however discussed their views on open primaries – not Carroll’s behavior – though one suggested “perhaps it is time for his constituents to send him back home.”
A CNN news crew followed an Independent voter who is trying to change Kentucky law to allow Independents to vote in primary elections. The measure passed the Kentucky Senate mainly along party lines with Republicans approving the proposed law.
Many Kentuckians consider Senator Carroll conservative, and a Democrat “in name only.” Senator Carroll hasn’t voted on key issues important to the LGBTI community, such as the defeated ban on domestic-partner benefits. (previous story)
Senator Carroll’s comments to the CNN news crew are not constitutionally true however, any state may change its political system, even to a Parliamentary system of government, such as the United Kingdom, Canada, etc. should it choose to do so.
